"I propose a truce." She knows it's a risky offer, but she says it first to get Arthur's attention. From there, she can continue: "Not all of us- in fact a good number of us don't agree with the way things are being run at Islington. We prefer to keep to the old laws." Not feeding on locals, not skinning werewolves and shifters for fun.
"We mean to strike against Harris from within. And when that happens, we would like your assistance. So that together we can remove the greater monster from our midst." If he wants names, she has names. One, in particular.

"You want to take out Harris from the inside?" he says, suspiciously. He believes it, but to come to Hillingdon of all places. Sure, they know what they're doing, but it's not like they could expect friendship after Harris is gone, and it's not like Hillingdon's going to trust Islington to take charge of the situation in a way that works for everyone. All of which begs the question, "And after that? How do we know whoever replaces him will keep to the old laws like you want?"

Perhaps you've heard of him- he runs a club, Jean-Claude. He's old, but he has a mind for politics. If he weren't right, I'd be the first person to tell you." Not that her word means anything to him.
