Arthur pays attention to things like police bulletins for a reason. He knows there's tampering but there are still patterns that emerge when you have a city as full of supernaturals as London is and if someone knows what to look for they can probably tell that someone's getting a little rowdy. When everything happens so close to the full moon, that's another clue, so Arthur has a pretty good idea that he's going to uncover something when he starts reaching out to his fellow hunters and contacts within Hillingdon. He starts asking very pointed questions about the werewolves and whether anyone's noticed anything and if someone comes into the office he's taken over they'll notice a portion of his board has now been taken over by fishy news articles and notes about the wolves.
2 - WEREWOLF TERRITORY
Arthur doesn't get much from within Hillingdon alone, so he ends up contracting a few hunters to go out and gather some information for him. That's just to cover more ground while he goes out himself and does a little snooping of his own. He finds himself at a few community centres and shops during the day, and during the night he finds himself at the bars that are run and frequented by werewolves. He doesn't quite fit in there but he does his best, keeping his head down and keeping chatter light so he doesn't draw too much attention to himself. Sometimes he's meeting a contact, but other times he's just trying to overhear something that might give away the plan of everything that's going on.
2a - FOR GHOUL
One of these particular nights he shows up to a bar and looks around briefly before he makes a beeline for the bartender. It's a short conversation - he describes the person he's looking for and the bartender gestures to the door as he tells him they've already left - and Arthur looks pretty perturbed as he turns away and curses under his breath. He knew this particular contact was flighty and he even showed up a few minutes early to try and catch them if they were going to bolt. The problem is, Arthur doesn't know now if he's been told on to any of the wolves in this bar, and if he has he's in a bit of a dangerous situation.
And he didn't bring a gun.
Well, fuck.
2b - FOR LAURA
The bruises haven't quite healed up yet but he looks somewhat presentable again, so when a hunter trades him a bit of info about a particular wolf who isn't following the pack directive, Arthur follows up as soon as he can. The best way to reach her just seems to be showing up at her work, so Arthur shows up later one afternoon after school's been out an hour or so. It'd be weird enough barging in with a bunch of kids still around, so they don't need to see his black eye. After he slips into the building he does a quick search of the classrooms until he finds her sitting at her desk. He knocks on the door frame and tilts his head curiously.
"Laura?"

He makes an excuse to leave the small group he's hanging around with and makes his way directly over to Arthur. Ghoul doesn't make for a very friendly presence by the way he thumps a hand heavily down on the bartop, half-blocking Aruthur in place. "The fuck are you doin' here? This ain't really your part of town." He's heard some rumors about intrusive hunters that he's not too happy about. Surely Arthur has nothing to do with those.

"I was just leaving," he says, matching Ghoul's tone as he starts to take a step away.

"I apologize- the chairs are child-size. Can I get you something to drink? I have a Keurig." Which was great for teaching, really. Actually, no. It was a damn life-saver.

"Coffee would be great, actually," he says, looking down at the chairs which are indeed child-sized and electing to stay standing instead.

Without waiting for an answer, she pulls out a mug ('best teacher ever') and starts prepping the coffee.

He watches her make the coffee, deciding to wait for her to start speaking or until there's a coffee mug in his hands. He doesn't want to put her off by starting in on such a controversial topic right away but he can't bring to mind any small talk at the moment to fill the silence. She's been polite enough not to bring up his face so he'll let her set the tone to begin with.

When the coffee's done, she hands it out toward Arthur, handle first. "Careful, it's a bit hot." Once he's accepted it, Laura looks at him over the rims of her glasses. "You're not just here for a continuation of our bar chat." Though she'd be down for a continuation of that, too. No, it's time to talk business.

"I see." She takes her glasses off slowly. "What precisely about Katherine Moore?" She had to tread lightly.

Well, the problem was this: Laura wasn't really the Good Cop. She was, as student after student put it, 'tough, but fair'. She made it into a drinking game one night, reading student reviews. That had been a great next day- she'd nearly cried with relief when her students went to art class that morning.
"What do you propose we do about it?" Laura sets her coffee down and stands up so that she's on equal ground with him.

"You know the pack better than I do; that's partly why I followed up."
He looks out the window, trying to think of a good way to explain his position without being aggressive. "I get that she's doing what she's doing out of fear. I get that she wants to be in a better position for whatever's going to happen with the Nest, but... innocent people are getting hurt. People who don't even know about all of this. Someone's gotta watch out for them, so that's where I come in. From where I'm standing, this has to stop one way or another so I'm trying to figure out the most effective way to do that."

And more than that, he's saying exactly what she's been thinking.
"Arthur, I couldn't agree with you more." Katherine had the pack's loyalty. But so did Laura. "Katherine wants respect and power, but this is not the way."

He gestures vaguely at his face. Damn wolves.

"If you know she can't be reasoned with, I have a feeling you already know what you'd like to do." She takes off her glasses for a moment to fix him with a look.
