detectiveofthewest: (Heiji: excite)

"Just what I was thinking," said Heiji cheerfully, indicating the map currently outlined on the surface of the meeting table. It now featured London in a map much like the one that Tal had handed him, with territories marked and delineated clearly.

"Redbright's made things a bit easier for us with their takeover of Barnet. There's a clear opening for us in the east -- Bexley, Havering, and Bromley are all uncontested. It's true that they're near East End's territory... but I think we can set up an agreement with them. That'd leave us mostly free to reach west, toward Circle Daybreak territory. They've been extending themselves way too far, anyway. If we can box them in on one side, they'll be hemmed in by their own allies."

He spoke with keen interest; Heiji loved talking strategy and he didn't much bother to disguise it.
